Experience review on the City Development Strategy (CDS) process, based on examples of completed CDSs in Hai Phong, Nam Dinh and Dong Hoi cities (October 2006-2007). The review reports synthesize results of the experience of CDS of various cities in Vietnam into models and modules for developing a CDS guide and proposing policy options for the donors to identify the potentials for further interventions and support in Vietnam using the CDS methodology.
